What Sean Hannity doesn't understand is that the first congressional chaplains weren't hired by James Madison - they were appointed by a committee of the Senate and House in, respectively, April and May, 1789, before the First Amendment even existed.
James Madison's view, as presented in his Detached Memoranda: "Is the appointment of Chaplains to the two Houses of Congress consistent with the Constitution, and with the pure principle of religious freedom? In strictness the answer on both points must be in the negative."
