- The presidential candidate with the most votes wins? What is this, high school? Instead of eliminating the electoral college, a professor urges states to join hands and select electors based on the national popular election winner. Nice idea. An easier, more viable solution (read: my idea)? States should follow Maine and Nebraska and vote for electors based on each congressional district (and the winner of the state would get the 2 senator-allocated electoral votes), and get rid of the winner-take-all system we have now. This (a) doesn't require a constitutional amendment (similar to plan above) but (b) doesn't require interstate compacts.
Update: Let me clear here, an all-out amendment to the Constitution implementing the popular vote as the means to elect the President and Vice-President is the best solution, but also is the least likely. (An amendment banning gay marriage, on the other hand, is the exact opposite.)
